Question : What is the difference between Design Registration and Design Verification?

Answer : Plant which is deemed to be high risk may require Design Registration, check with your state regulator for details of which plant designs require registration. This is a process whereby the design of the plant is formally registered with the state regulator via an application process. As part of that process the design must be verified, usually by an independent third party, and usually performed by an engineer who is competent in this area. A design can be verified but may not need to be registered. But a design which must be registered must also be verified.

Question : Do I need to fit a rated capacity limiter to my 2.5 tonne Telehandler ?

Answer : Telehandlers not designed to lift freely suspended loads i.e. not fitted with a jib attachment, do not require a rated capacity limiter, irrespective of maximum capacity. If the Telehandler is fitted with a jib attachment, i.e. designed to lift freely suspended loads, and the maximum capacity is 3.0 tonnes or less, it must be fitted with either: a longitudinal stability limiter and maximum capacity limiter, or a rated capacity limiter. Question : Do I need to register the design of my small trailer mount Boom Lift?

Answer : Currently all boom lifts are defined as being high risk items of plant by the state regulators, therefore the designs require registration regardless of the maximum platform height.

Question : Do I need to register the design of my Mobile Crane if its maximum lifting capacity is less than 10.0 tonnes?

Answer : Currently only mobile crane designs with a maximum lift capacity above 10.0 tonnes need to be registered with the state regulator.

Question : Do I need to register the design of my Mobile Scissor Lift?

Answer : Currently in states of Australia which have adopted the new Work Health Safety (WHS) Legislation the registration of the design of mobile scissors lifts is not required. However, Work Safe Victoria still requires registration of this type of MEWP. Check with your state regulator for their current requirements for design registration as this is subject to change.
